Urgent reminder about health and safety training for ECS Card applicants



The Scottish Joint Industry Board (SJIB) has reminded applicants for new ECS cards that they MUST provide evidence of appropriate health and safety training – and that the ECS Health, Safety and Environmental Assessment will NOT be accepted.

The urgent plea comes after a number of recent candidates applied to complete the ECS assessment for particular cards rather than meeting the new health and safety requirements. These new cards are:

  • Electrical Labourer or Operative 
  • ECS Related Discipline
  • ECS Site Support
  • ECS Manager

Fiona Cornwall, Employment & Skills Operations Manager, said: “The criteria for these cards has changed. Even if you’ve had one in the past you should complete an initial application and ensure you meet the new criteria, especially the health and safety requirements.

“Many people are still applying to complete the ECS Health, Safety and Environmental Assessment which won’t be accepted and will cause a delay to applications being processed.”

Applicants for a new Electrical Labourer or Operative card must provide evidence that they have completed one of the following courses in the last three years:

  • SELECT Electrotechnical Site Safety Assessment (TESSA) course 
  • CCNSG Safety Passport – National or Renewal course
  • CITB Health and Safety Awareness: Site Safety Plus
  • IOSH Working Safely (IOSH Approved Centre Classroom Invigilated exam only)
  • IOSH Safety, Health & Environmental for Construction Site Workers (IOSH Approved Centre Classroom Invigilated exam only)
  • Safety Passport Alliance (SPA) Core Health and Safety course.

Those applying for a new ECS Related Discipline card need to provide evidence that they have completed the following within the last three years:

  • SELECT Electrotechnical Site Safety Assessment (TESSA) course.

Applicants for a new ECS Site Support card must provide evidence that they have completed one of the following health and safety courses in the last three years:

  • SELECT Electrotechnical Site Safety Assessment (TESSA) course
  • CCNSG Safety Passport – National or Renewal course
  • CITB Health and Safety Awareness: Site Safety Plus
  • IOSH Working Safely (IOSH Approved Centre Classroom Invigilated exam only)
  • IOSH Safety, Health and Environmental for Construction Site Managers (IOSH Approved Centre Classroom Invigilated exam only)
  • Safety Passport Alliance (SPA) Core Health and Safety course.

Finally, applicants for a new ECS Manager card need to provide evidence that they have completed one of the following courses within the last three years:

  • CCNSG Safety Passport – Supervising/Leading a Team Safety course
  • CITB Site Management Safety Training Scheme (SMSTS)
  • CITB Site Supervisor Safety Training Scheme (SSSTS)
  • IOSH Safety for Directors
  • IOSH Safety, Health and Environmental for Construction Site Managers
  • NEBOSH Diploma in Occupational Safety
  • UK Degree level Health and Safety qualification.

In all of the above cases, the ECS Health, Safety and Environmental Assessment will NOT be accepted when applying for the cards.

Copies of all relevant certificates and documentation must be uploaded. Failure to do so will delay the application process and subsequent card issue.
